Allows TRS to provide supplemental payments to annuitants when the fund is actuarially sound and is able to do so without impacting the overall funding condition (statutes that govern Employee Retriement System has this authority)
Provides TRS annuitants a permanent cost of living adjustment based on the CPI-W and would reflect the same percentage increase provided to Social Security recipients
Creates a health benefits fund so that the interest earned on state contributions to the fund could be used to offset the future costs of health care premiums
creates a separate retirement and health benefit plan and eligibility requirements for persons employed as peace officers in public school districts. It also creates an occupational disability retirement benefit. The bill would not include peace officers employed in institutions of higher education.
Provides that the Teacher Retirement System of Texas is not authorized to hire fiduciary counsel and that the attorney general shall provide outside legal counsel to TRS including in matters of fiduciary responsibilities
Restore the 3-year final average salary calculation for active education employees and states that the legislature may authorize a higher amount of state contribution than the budget process may fund. (same as SB 1046)
Change how the governor appoints active employees on the TRS Board. Adds an additional active employee as a TRS Trustee, but does not increase the number of retired members serving on the board.
Relating to the participation of certain retirees under the proportionate retirement program in the Texas Public School Employees Group Benefits Program.
Relating to deduction of qualified health insurance premiums of eligible retired public safety officers from Teacher Retirement System of Texas annuities.
Relating to certain contacts between pharmacy benefit managers and the Employee Retirement System of Texas, the Teacher Retirement System of Texas, The Texas A&M University System, or the University of Texas system.
