On May 1, 2023, the Texas House passed Senate Bill 10. SB 10 would provide a cost-of-living adjustment (COLA) to eligible Teacher Retirement System of Texas (TRS) retirees, as well as a supplemental payment.
Now, the House version of SB 10 returns to the Senate, where the appointment of a conference committee to negotiate the differences between the House and Senate versions of SB 10 will occur. TRTA will let you know as soon as both chambers have announced their respective members of the conference committee.
SB 10 passed the House unanimously. It’s a great time to thank your Representative for giving a unanimous “yes” vote to a COLA and a supplemental payment for TRS retirees.

Members, as a reminder, there are still many steps to be taken to pass a bill for TRS retirees. With a little over a month left in the legislative session, things may still change with bill language. We expect to go until the end of session before a final version of the bill is passed and before we know with absolute certainty what percentage of COLA and what amount of supplemental payment may be included.
