The Texas Retired Teachers Association proudly recognizes Earl Wall as the 2026 recipient of the distinguished E.L. Galyean Award—an honor reserved for those who demonstrate outstanding and uncommon service at the state level to TRTA and its members.
Named in memory of TRTA’s first Executive Director, E.L. Galyean (1980–1992), this award reflects a legacy of dedication, leadership, and unwavering commitment. Earl Wall exemplifies these very qualities through decades of service that have strengthened TRTA and the communities it serves.
Earl’s leadership within TRTA spans local, district, and state levels. Most recently serving on the State Retirement Committee (2024–2026), he has also contributed as a member of the TRTA State Board of Directors (2016–2022) and chaired the State Organizational Affairs Committee (2020–2024). His influence extends through numerous key roles, including Chair of the State Information & Protective Services Committee (2018–2020) and member of the State Local Support Committee (2014–2018). At the district level, Earl served as District 12 President (2016–2018) and Recorder for the District Presidents’ Council, while also leading District 12’s Nominating Committee from 2019 to 2023. Locally, he has served as Mills County President (2014–2016), Legislative Chair (2012–2024), and chaired multiple committees supporting retirement education, foundation efforts, and protective services.
Among his many contributions, Earl’s leadership and organizational expertise were instrumental in the successful drafting and adoption of new TRTA Bylaws at the 2022 State Convention—an achievement that continues to guide the association today. Just as impactful is his commitment to mentorship, consistently encouraging and equipping fellow members to step into leadership roles and carry TRTA’s mission forward.
Beyond TRTA, Earl’s dedication to service is deeply rooted in his community. His involvement includes work with the Texas Cattle Ranchers Association, the Texas Biological Gardens Board of Directors, and the Texas Silver Haired Legislature. He is an active member of his Methodist church, serving as both a Sunday school teacher and trustee, and contributes his time to the Men’s Prison Ministry. His civic engagement also includes the Goldthwaite Lion’s Club, Mills County Historical Museum, and Friends of the Library.
Earl’s career in education is equally distinguished. He has been honored as Cleburne High School Teacher of the Year and recognized as a State Teacher of the Year semifinalist. His excellence in teaching has earned him accolades such as the Texas A&M Outstanding High School Honors Teacher Award and Tarleton University’s Mentor Teacher of the Year. His impact on students and programs has been further recognized through awards from the Texas Council of Social Studies, the National Beta Club, and numerous state and national honors for student leadership initiatives.
Earl Wall’s lifelong commitment to service, leadership, and mentorship embodies the very spirit of the E.L. Galyean Award. Nominated by Jo Ann Sugg, TRTA District 12 President (2022–2024), his influence is perhaps best reflected in the leaders he has helped shape. As Jo Ann shared, “Earl has encouraged and mentored local members to step into leadership positions as officers and committee chairmen. I am one of the products of his work to grow leaders in TRTA.”
