TRTA members, thank you for your outpouring of support in pushing for action on the Windfall Elimination Provision (WEP)!

The Texas Retired Teachers Association (TRTA), Association of Professional Educators (ATPE), and Mass Retirees held a successful press conference on Wednesday, December 14 in Washington, D.C. at the U.S. Capitol. Thank you to all the members who came out to support us and those who watched online!

TRTA and our friends at ATPE and Mass Retirees are all working for a deal on WEP that can pass and become law during this Congress. Such a deal could pave the way for more action on the Government Pension Offset (GPO) in the future.
It’s in the hands of the congressional members and we must continue our momentum and send our message to fix the WEP now!


Congressman Richard Neal, Chairman of the U.S. House Ways and Means Committee, has committed to working with his colleagues on a real solution for WEP this Congress. The alternative he laid out was potentially advancing HR 82, a bill that TRTA supports in principle, but that does not have the votes needed in the Senate to pass and help retirees now.


It would be unfortunate to have a purely symbolic vote on full repeal in the House that cannot pass the Senate. Such an outcome would ring hollow to the 2 million people currently impacted by the WEP. We NEED real bipartisan solutions that can pass both the U.S. House and Senate and help us build better answers moving forward! Symbolic victories do not put dollars in retirees’ pockets.


Congress has only a few days next week to finalize their work. We continue to call on them to fulfill their promises to help end the harmful and arbitrary WEP and take action to help retired educators, school employees, and all public workers impacted by the WEP and GPO.
TRTA will work with congressional members until the end of this session to try and achieve victory. We will report the final outcome on this issue once we know what it is.


Some of our members have asked us about a cost-of-living adjustment (COLA) in Texas. We are working on that issue, and it is our top legislative priority going into the 88th Legislative Session that begins January 10, 2023.
